Commission to consider ownership, location changes but no word on River Valley license November 9, 2022 By Griffin Coop The state Medical Marijuana Commission will consider three ownership changes and a location change at tomorrow’s regularly scheduled meeting, but it’s unclear when or how the commissioners will address a consequential ruling by Circuit Judge Herb Wright last week. In the ruling, Wright found the commission improperly awarded a license to River Valley Relief Cultivation for being too close to a school and for dissolving the business entity listed on its application. Wright stopped short of revoking the cultivation license but said the commission should take “all steps necessary” to remedy the violations. The plaintiffs in the case, 2600 Holdings doing business as Southern Roots, are next in line to receive a cultivation license. The agenda for tomorrow’s meeting lists a litigation update but commission spokesman Scott Hardin said he did not know if the commissioners would discuss Wright’s ruling. The state sent a letter to Wright on Monday saying it was moving forward with revoking River Valley’s license. “ABC has initiated the process to comply with the court’s order via the steps required by the Administrative Procedures Act,” Hardin said via email yesterday. “As this is active litigation, we are unable to speak to specifics.” The meeting will begin at 4:30 p.m. and will be streamed live at www.myarkansaspbs.org/arcan. At tomorrow’s meeting, the commission will consider ownership changes for Carpenter Farms, Enlightened Cannabis for People of Morrilton and Good Day Farm Van Buren. At Carpenter Farms, William H. Murphy III, William H. Murphy Jr. and Seth Murphy would transfer all of their ownership. Abraham Carpenter would own 99.35% of the business and Bobbie Carpenter would own .65% of the business if the change is approved. At Enlightened Cannabis for People of Morrilton, Jennifer Paige Fisher, Richard Scott Pace, Ricky Don Angel, Ronald Craig Smith and Phillips Bryan Fisher would transfer all of their ownership. The new owners would be Tamika Edwards and Dustin Shroyer, who also own the cultivator known as Revolution Cannabis. At Good Day Farm Van Buren, James W. Smith would transfer all of his ownership to GDF RussArk Holding Company consisting of Lavy Priest, Terrance Anderson and Terry Barnes. Arkansas Natural Products of Clinton is requesting to move to 101 Country Club Lane in Harrison. The dispensary would be the first in Harrison if the request is granted by the commission.
